Prof. Gayath Barakat, the Minister of Higher Education, issued a decree No. /315/, dated 1/4/2010, appointing Prof. Essam Mohammad Al-Dali as the new president of Al Hawash Private University for Pharmacy and Cosmetology for a period of three years.

To obtain more information about this we interviewed Pro. Al-Dali who mentioned that Private universities are bestowed on us by the great leader Dr. Bashar Al-Assad among other modes of higher education. Prof. Al-Dali also pointed out that HPU is working by Al-Assad's motto about marching into the future, rather than waiting for it to come. Prof. Al-Dali talked about his experience of running private universities. In 2008, he worked as the vice-president of the International Syrian University for Science and Technology-Administrative and Medical Affairs, and by the end of 2009, he became the president of this university.

However, being the president of HPU would be a unique experience since this university specializes in pharmacy and, furthermore, it is the only one that has a cosmetology faculty. This faculty includes several departments that teach topics relevant to his major in medicine.

Prof. Al-Dali added that Al Hawash Private University is applying all the regulations and quality standards set by the board of higher education to graduate students with high academic levels.

Regarding HPU, Prof. Al-Dali said that he had been keeping track of the university activities. He was informed about the several agreements and protocols signed with many Arab and French universities. He said that signing these agreements indicates that the university has made a reputation both locally and internationally.

He also mentioned that the university is currently working on scientific programs to implement the terms of agreements, and it is preparing a number of students to send to France within a program of exchanging students and expertise. Prof Al-Dali assured that the number of students sent to European universities will increase in the future.

Prof. Al –Dali said :"Al Hawash Private university will soon be signing two agreements of scientific co-operation with Tour and Rawan universities. In addition, we are now in the process of carrying out a joint research with the European Union on medicinal plants. This research will activate the scientific research in the faculty of pharmacy. HPU and society will work with the board of trustees to provide a full-time   academic staff to teach and do research at HPU.

He added: "Syria celebrated today, in April, the birth of our great party; Al Baath Arab Socialist party, and our Independence day . I ,on the behalf of HPU staff, express our deepest loyalty to the leader of our nation; President Bashar Al-Assad".

It is worth mentioning that Prof. Essam Mohammad Al-Dali has been a professor in the faculty of medicine at Tishreen University since 1988. He has occupied a number of scientific and administrative posts since 1990, among many: the dean of the faculty of medicine, the vice president of Tishreen University for scientific affairs and research. He had been assigned as the president of Tishreen University by the minister of higher education in 2005 before he was assigned to work as the vice president of the International Syrian University for Sciences and Technology.

Prof. Dali is a prolific writer; he authored nine academic books taught in the faculties of medicine and nursing. He supervised forty M.A dissertations in the fields of obstetrics and gynecology. He published more than twenty five scientific researchers in accredited scientific journals in and outside Syria. He is a board member and a co-founder of the Syrian coastal Society for protecting /preserving the environment. He is also a member in the society of family planning in Latakia.
